On July 31, the Management Board of Quang Tri Economic Zone reported that Vice Chairman of the Provincial People’s Committee, Mr. Le Duc Tien, had issued directives to accelerate project implementation within the Hon La Economic Zone.
To ensure progress as scheduled, Mr. Tien requested the People’s Committees of Phu Trach, Hoa Trach, and Quang Trach communes to work closely with investors in addressing obstacles and expediting land clearance. He also instructed relevant departments to coordinate with the Management Board of the Economic Zone to resolve administrative bottlenecks and urged contractors to take advantage of favourable weather conditions by mobilising additional manpower, equipment, and machinery to speed up project execution.
According to Mr. Nguyen Quoc Khanh, Deputy Head of the Management Board of Quang Tri Economic Zone, the Hon La Economic Zone covers a total area of approximately 10,000 hectares, including around 8,900 hectares of mainland and 1,100 hectares of islands and sea area. The zone spans the communes of Phu Trach, Hoa Trach, and Quang Trach, and is being developed as a comprehensive economic zone integrating marine economy, industry, and tourism.
To date, the Hon La Economic Zone has attracted 81 investment projects with a total registered capital of VND 117 trillion. Among these, 34 projects have already come into operation, contributing about VND 120 billion annually to the state budget and creating employment for nearly 1,000 workers.
Key projects within the zone include:
• Quang Trach Power Centre – covering 454 hectares, with the Quang Trach I Thermal Power Plant invested by Vietnam Electricity (EVN). The project has a capacity of 1,403 MW and a total investment capital of VND 42.023 trillion, with construction progress reaching approximately 94.06%.
• Hon La International General Port – with a total investment of VND 2.112 trillion and an area of 38.82 hectares (including 25.01 hectares of land and 13.81 hectares of water surface). The first phase comprises two berths (one for 50,000 DWT ships and one for 100,000 DWT ships) with a throughput capacity of 3 million tonnes per year. The second phase will expand to four berths, increasing capacity to 6 million tonnes per year.
• Titan–Monazite Deep Processing Industrial Complex – with a total investment of VND 2 trillion and an area of 8.5 hectares. The project includes two main components: a Titan slag smelting plant (capacity 100,000 tonnes of slag and 50,000 tonnes of pig iron per year) and a Monazite ore processing plant producing rare earth oxides (150–200 tonnes/year) and rare earth chlorides (2,100 tonnes/year).
In addition, the economic zone is implementing two state-funded infrastructure projects:
• Technical Infrastructure Development Project for Hon La Economic Zone – with a budget of VND 120 billion.
• Site Clearance and Land Levelling Project for the Expansion of Hon La Seaport Industrial Park – with a budget of VND 186 billion.
