The People’s Committee of Hai Phong has officially issued a decision to lease more than 100 hectares of land in Tien Thanh Commune, Tien Lang District to Tien Thanh Industrial Park Investment JSC. This land will be used for the first phase of the Tien Thanh Industrial Park project, with a total investment nearing VND 4,600 billion (approx. USD 185 million).
Land Use Conversion to Accelerate Industrial Growth
Under the city’s decision, over 89.5 hectares of rice cultivation land will be converted to non-agricultural use to serve industrial development. In this first phase, a total of 1,009,632.27 m² of land has been approved for lease, consisting of:
• 600,832.7 m² for industrial land
• 66,849.32 m² for administration and service centers
The land will be leased through an annual rental payment scheme, without land use rights auction or investor selection bidding. The lease term is valid until May 27, 2072.
Strategic Transport Infrastructure Investment
In addition to the industrial land, Hai Phong authorities have approved the use of over 3.6 hectares for the construction of a key connecting road between Provincial Road 354 and National Highway 10. Upon completion, this road will be handed over to local authorities for management, strengthening the region’s connectivity with the city’s main transportation network.
Among Hai Phong’s Five Key Projects in 2025
Tien Thanh Industrial Park is one of five major non-budget-funded projects in Hai Phong scheduled to commence in 2025, each with an investment of over VND 1,000 billion. With a total planned area exceeding 410 hectares, the project will be developed in three phases:
• Phase 1 (2024–2026): Basic infrastructure development and secondary investor attraction.
• Phase 2 (2026–2029) and Phase 3 (2029–2032): Expansion and full completion of technical infrastructure, leading to stable park operation.
The total investment for the project is nearly VND 4,600 billion, including VND 920 billion in equity capital, with the remainder mobilized from other lawful sources.
New Growth Engine for Southern Hai Phong
Once operational, Tien Thanh Industrial Park is expected to become a key industrial growth driver in southern Hai Phong, creating thousands of jobs and accelerating the local economic transition toward industrialization and modernization.
