Bac Ninh – Once known as a key industrial province in Vietnam, home to numerous large-scale industrial parks, Bac Ninh is now emerging as a rising star on the global semiconductor map. The transformation was solidified when South Korea’s Amkor Technology – a global leader in semiconductor packaging and testing – officially commenced operations at its largest high-tech manufacturing plant worldwide, located in the Yen Phong II-C Industrial Park.
A Strategic Global Milestone
Amkor Technology, headquartered in the United States, has been a pioneer in outsourced semiconductor assembly and test (OSAT) services since 1968. Over five decades, the company has grown into a strategic partner for many of the world’s top semiconductor firms, foundries, and electronics manufacturers.
In 2023, Amkor inaugurated its advanced semiconductor factory at Yen Phong II-C Industrial Park in Bac Ninh. The facility – the largest in Amkor’s global manufacturing network – spans 23 hectares, with a total committed investment of up to USD 1.6 billion by 2035.
Why Bac Ninh?
According to Amkor representatives, the decision to choose Bac Ninh – particularly the Yen Phong II-C Industrial Park – as its Southeast Asian manufacturing base was driven by the province’s compelling investment ecosystem and business-friendly environment. Bac Ninh boasts synchronized infrastructure, modern utilities including electricity, water, and telecommunications, as well as conditions favorable for developing a high-skilled technical workforce. Most critically, the active support and commitment from provincial leadership and local authorities played a decisive role in Amkor’s strategic site selection.
A Strategic Location with Regional Connectivity
Located across Dong Tien and Tam Giang communes in Yen Phong District, Yen Phong II-C Industrial Park covers a planned area of over 219 hectares. The site enjoys a “golden” location with excellent connectivity to key transport hubs: 90 km to Hai Phong Port, 38 km to Noi Bai International Airport, 30 km to Huu Nghi Border Gate, and just 40 km to Hanoi. It also benefits from access to major highways such as the Bac Ninh – Noi Bai Expressway, National Highways 1A and 1B, and the Hanoi – Thai Nguyen Expressway.
A Boost for Vietnam’s High-Tech Industry
Currently, Amkor’s plant is partially operational, with an initial annual capacity of 420 million units (equivalent to 147 tons), accounting for 11.6% of its projected steady-state output after expansion. The facility has already created 1,200 jobs, with plans to increase employment to 5,700 once fully operational.
Notably, in February 2025, Amkor submitted an application to expand production capacity to 3.6 billion units annually. The expansion includes installation of advanced equipment, plating lines, pre-treatment modules for plating wastewater, and air emission treatment systems – all aligned with Bac Ninh’s "2 Highs – 3 Lows" industrial development model: high investment, high tax contributions – low land use, low labor intensity, and minimal environmental impact.
Driving Bac Ninh’s Global Ascent
More than just a milestone for Amkor, the project delivers a significant impetus to Bac Ninh’s broader industrial growth. Already home to global giants like Samsung, Canon, Foxconn, and Hanwha Techwin, Bac Ninh continues to solidify its position as a premier destination for international investors.
A Promising Future Ahead
By September 2025, the plant’s full expansion is expected to be completed, with stable production starting in October 2025. Once fully operational, the facility is projected to generate approximately 7,200 jobs, contributing significantly to the provincial budget and sustainable growth across Bac Ninh and the broader Red River Delta region.
From a rural farming area, Bac Ninh is undergoing a dramatic transformation, asserting its new position on the global industrial stage.
