HUE: UNLOCKING INTERNAL RESOURCES, MAKING THE PRIVATE ECONOMY A STRATEGIC DRIVING FORCE IN THE NEW ERA

1. The Light from the Resolution: Positioning the "Pioneering" Role
2025 is not just a milestone, but a "dawn" for the private sector. With the issuance of Resolution 68/NQ-TW dated May 4, 2025, by the Politburo, a new ideology has been established: the private sector is the most important driving force, the vanguard on the front lines of growth, job creation, and the enhancement of overall labor productivity. This strategic orientation is the "compass" that reshapes the entire economic landscape of the ancient capital, officially elevating the role of private enterprises from a "satellite" position to a solid "pillar" of the local economy.

2. The Breakthrough of Domestic Capital Flows
Practical data is the most powerful evidence of a historic shift. In total social investment, which reached 39,350 billion VND, the non-state sector achieved a remarkable feat, accounting for 64% (equivalent to 25,118 billion VND). The 45% growth rate is not just a figure; it represents a powerful resurgence, far surpassing all other economic sectors. In the context of a shift in foreign direct investment (FDI), domestic resources have "timely filled the gap," becoming a new source of vitality that has helped Hue city not only achieve but also surpass its investment attraction targets. This is a manifestation of a self-reliant economy that knows how to rely on its own strength to overcome adversity.

3. Practical Milestones: Creating New "Strategies" and "Strengths"
Under the guidance of strategic thinking, Hue City's financial system has witnessed a surge in substantial projects:
  • Investment Scale: 44 new projects were launched, and capital was adjusted for 23 projects, bringing the total registered capital to a record high of VND 31,788 billion.
  • Diversification of Social Infrastructure: No longer dependent on FDI projects (capital only accounting for USD 36.3 million), private enterprises have demonstrated their capabilities through a series of large-scale projects across multiple sectors: From the FPT Education Complex to a chain of high-class international travel services.
  • Paving the way for the future: Major construction projects such as the shopping centers at No. 2 Hanoi, No. 42 Phan Chu Trinh, or the Thuy Van Complex Hotel Phase 2... are the "locomotives" vigorously moving forward, creating a powerful new image for 2026. Each project that comes into operation is a step that elevates Hue's position to a new level on the national economic map.

4. A Collaborative Political System: The Art of "Dedication and Diligence" in Governance
This success is inseparable from the role of the government. From the perspective of the administrators, this positive transformation stems from the spirit of "Partnering with Businesses".
  • Task Force Mechanism: The improved efficiency of the Task Forces, headed by the Chairman and Vice-Chairmen of the Hue City People's Committee, has created a breakthrough in administration.
  • Removing Bottlenecks: The "waiting process" is long gone. All difficulties, from surveying and project planning to operation, are resolved promptly. This close collaboration has transformed dry legal documents into practical actions on construction sites, accelerating the progress of non-budgetary projects and creating absolute confidence among investors in a "constructive government".

5. Strategic Vision: Shifting the Mindset to "Choosing the Right Partner"
In a fiercely competitive world where resources are scarce, Hue City has established a revolutionary approach to attracting investment: No scattered investments, no formalities. The task of promoting investment must now go hand in hand with the prosperity of the private sector.
This is not just a temporary solution, but a long-term national policy. The selection of investment partners must be based on the framework of "Mutual Support and Spreading." Hue City prioritizes projects capable of transferring core technologies, opening up domestic supply chains, thereby creating opportunities for domestic private enterprises to participate deeply in high-value stages from production and services to logistics.

6. Action Program 2026: Prioritizing Domestic Strengths, Promoting Innovation
The 2026 investment promotion program has concretized the private sector development strategy into practical actions:
Digital Ecosystem: Closely linking promotional activities with digital transformation, science and technology, and innovation.
Key Focus Areas: Concentrating resources on supporting domestic businesses, especially small and medium-sized enterprises (SMEs), and innovative startups in "green" and "smart" sectors such as high-tech industry, clean agriculture, digital economy, and renewable energy.
On-site Promotion: Instead of relentlessly seeking distant values, Hue City focuses on nurturing and enhancing the capacity of existing economic entities, creating conditions for them to participate in public infrastructure projects under the Public-Private Partnership (PPP) model – a wise step to socialize national resources.

7. Political Determination: Removing Barriers, Building Strategic Trust
Under the close guidance of the political system, headed by Comrade Nguyen Khac Toan, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the City People's Committee, the spirit of "Government Serving the People's Committee" has been elevated to the highest level.
  • Institutional Reform: Thoroughly implementing the "One-Stop Shop" mechanism, ensuring that all administrative procedures, from licensing and land to construction and environment, meet three criteria: Fast, Transparent, and Effective.
  • Field Command: Maximizing the power of the Inter-agency Task Force. This is not only a place to handle paperwork, but also a "forward command center" ready to remove any bottlenecks in land, infrastructure, and human resources right on the ground.
The ultimate goal is to build a friendly investment ecosystem where transparency is the "glue" connecting business associations, international organizations, and the government, creating a community of shared prosperity.
