Hai Phong Enhances Its Position in High - Tech Industrial Investment

With strong potential and sound strategic direction, Hai Phong is actively promoting investment attraction and the development of high-tech and digital industries. This effort is not only a core task but also a breakthrough solution to accelerate the city’s economic growth.

Strategic Economic and Industrial Zones

Currently, Hai Phong is home to two key economic zones (EZs): the Đinh Vu - Cat Hai Economic Zone, which is operating effectively, and the Southern Coastal Economic Zone, which is in its initial development phase. Additionally, the city boasts a network of 18 existing industrial parks (IPs), covering over 7,000 hectares. These components have formed a dynamic, diverse, and highly attractive industrial ecosystem. It is not merely a collection of isolated production areas, but a unified system where infrastructure, services, and manufacturing are tightly interconnected, creating an ideal environment for investment and development.

The Role of Infrastructure Developers

The robust formation and growth of this ecosystem bear the strong imprint of reputable IP infrastructure developers such as the DEEP C Industrial Zones, Trang Due, VSIP Hai Phong, Nam Dinh Vu, and Nam Cau Kien. These developers have played a crucial role in attracting significant domestic and foreign investment. Moreover, they have been pioneers in introducing international standards in technical infrastructure, social infrastructure, business support services, and modern, sustainable management practices.

Attracting Global Tech Giants

Thanks to methodical and large-scale infrastructure investments, Hai Phong has successfully laid a solid foundation to attract numerous large-scale manufacturing projects in key industrial sectors such as high-tech electronics, equipment manufacturing, precision engineering, logistics, and supporting industries. The city has become a preferred destination for leading global and regional technology corporations including LG, Pegatron, Kyocera, Fuji Xerox, Bridgestone, GE, USI, Flat, among others, as well as investors in semiconductors, AI, and smart logistics.

Seamless Integration of EZs, IPs, and Lach Huyen Port

A key competitive strength of Hai Phong’s industrial ecosystem lies in the close and organic integration between the Dinh Vu – Cat Hai Economic Zone, industrial parks, and the deep-water Lach Huyen seaport. This international gateway port has seen berths No. 1 and 2 operating stably and efficiently, while berths No. 3 through 6 are now in use, and berths No. 7 to 12 are in the investment pipeline. This port network has become a vital link in Northern Vietnam’s logistics chain.

The seamless connectivity between economic zones, industrial parks, and the seaport optimizes the supply chain, reduces transportation costs, shortens delivery times, and creates a significant competitive advantage for businesses. As a result, Hai Phong continues to strengthen its position as a top-tier industrial and seaport services center in the region and an attractive destination for global investors seeking opportunities in Vietnam and Southeast Asia.

Impressive Investment Metrics and Industrial Growth

Hai Phong’s economic and industrial zones have attracted more than 840 investment projects, with a total registered capital of nearly USD 48 billion. Notably, the average investment density reaches almost USD 11 million per hectare 2.2 times the national average demonstrating strong appeal to high-tech projects. The city’s Industrial Production Index (IIP) has posted an impressive average annual growth of over 14% from 2019 to 2024, highlighting the vitality of its economy and the leading role of its industrial sector.

Presence of Leading Global Technology Corporations

The presence of world-class technology giants such as LG (with nearly USD 10 billion in investments), Bridgestone (USD 1.22 billion), Regina Miracle (USD 1 billion), and Pegatron (USD 1 billion) signifies more than just capital figures. These are technological powerhouses, bringing advanced R&D capabilities, modern production processes, a culture of innovation, and significant momentum in technology transfer. They are also contributing to higher management standards and the development of a skilled workforce capable of meeting the demands of the digital economy.

Southern Coastal Economic Zone: A New Chapter in Development

In addition, the establishment of the Southern Coastal Economic Zone, with a planned area of up to 20,000 hectares, represents more than a territorial expansion it marks a strategic turning point for the port city. This zone is expected to become a new growth engine, concentrating technological advancement and investment capital to propel Hai Phong’s economic development.

Its potential is magnified by integrated international-scale infrastructure development, including the upcoming Tien Lang International Airport, the deep-sea Nam Do Son port system, and the planned Free Trade Zone with breakthrough mechanisms and policies. Together, these projects are set to create one of the most modern industrial-service-urban complexes in Vietnam.

Looking Ahead: A Vision for Sustainable Industrial Growth

Looking to the future, Hai Phong has outlined a clear development roadmap transitioning towards smart, eco-industrial parks and economic zones, with widespread application of digital technology in infrastructure management, public services, and enterprise connectivity. The city aims to enhance the core role of its industrial zones so that they contribute over 90% of total industrial production value and export turnover.

Specifically, Hai Phong targets manufacturing to account for 55% of its GRDP, with high-tech industries comprising over 70%. The pace of technological innovation among enterprises is expected to grow by 20–22% annually. At the same time, the city remains committed to attracting high-quality foreign direct investment (FDI) and domestic investment (DDI), particularly in projects that deliver high added value and core technologies laying a strong foundation for a sustainable and prosperous future.
