Amidst fierce competition among localities to attract investment, Thanh Hoa has identified administrative reform as a strategic breakthrough. This initiative goes beyond merely streamlining procedures; it represents a fundamental shift in mindset from "management" to "service".
A notable highlight is the Provincial People's Council's issuance of Resolution No. 12/2025/NQ-HĐND. Under this resolution, all fees and charges associated with 42 administrative procedures across seven key sectors—including natural resources and the environment, land, civil status, labor and employment, construction, sports, and business registration—are completely waived when processed via online public services. This policy is implemented consistently at both provincial and commune levels.
This initiative not only alleviates direct cost burdens for investors but also sends a clear signal regarding the province's unwavering commitment to a digital transformation strategy focused on tangible results.
The "Green Lane" – A Strategic Competitive Advantage
In mid-2025, Thanh Hoa took a significant step forward by establishing a priority processing mechanism, known as the "green lane", for 49 administrative procedures in sectors with a major impact on investment activities: investment and enterprise; construction and real estate business; and land, forestry, minerals, and employment. Processing times for applications in this priority group have been reduced by 30% to 60%, directly helping to resolve bottlenecks that previously slowed project implementation. Concurrently, processing times for all administrative procedures across the province have been cut by at least 30–50%, with a focus on key sectors such as land, construction, agriculture, and transport.
Specifically, in 2025, the province completed a review of all 60 specialized procedures; it proposed abolishing 8 procedures that were no longer relevant and amending or supplementing 52 others to make them more streamlined and substantive.
Transparency — The Foundation of Trust
For foreign investors, transparency and the predictability of the legal environment are always key factors when making investment decisions. Fully aware of this, Thanh Hoa has established a system to consistently disclose and update administrative information.
During the 2021–2025 period, competent authorities advised on the issuance of 553 decisions announcing a list of 6,808 administrative procedures—encompassing new, amended, supplemented, and abolished procedures—thereby creating a clear and accessible legal framework for all investors. As a result, the rate of administrative procedures resolved on time or ahead of schedule reached over 98% during this period—a figure that accurately reflects the implementation capacity of the local administrative apparatus.
Notably, the province maintains a mechanism for monthly dialogues between provincial leaders and the business community to directly listen to and address obstacles arising during investment, production, and business operations. The launch of the DDCI (Department and Local Competitiveness Index) in 2022 has created continuous pressure for reform across individual agencies and units, while simultaneously bolstering investor confidence in the fairness and accountability of the administration.
Substantive Results, Vivid Proof
Comprehensive and decisive reforms are reflected in impressive growth figures. During the 2021–2025 period, Thanh Hoa attracted 350 direct investment projects—including 55 FDI and 3 ODA projects—with a total capital exceeding VND 2,054 billion. The province saw the establishment of 22,901 new enterprises, ranking seventh nationwide.
In 2025, the province's GRDP grew by 8.27%, and the size of its economy reached VND 333,617 billion, the largest in the North Central region; budget revenue hit VND 54,952 billion, surpassing the target assigned by the central government. At the 2026 investment promotion conference, dozens of new projects were awarded Decisions on Investment Policy and Investment Registration Certificates—vivid proof of Thanh Hoa’s growing appeal on the regional investment map.
