General Secretary and President To Lam has repeatedly emphasized that 2026 must mark a distinct shift in progress, with resources concentrated on strategic, breakthrough infrastructure projects—particularly in seaports, energy, and digital infrastructure. He also outlined the guiding principle for 2026 as "Breakthrough actions, spreading results"—shifting from a planning-based approach to one driven by specific goals and tangible outcomes, and moving from merely "doing the work" to "seeing tasks through to completion."

Embracing this spirit, Khanh Hoa province is boldly transforming its mindset regarding investment promotion. According to Mr. Nguyen Viet Hung, Chairman of the Provincial People's Committee, the province's investment promotion efforts are shifting from a passive approach to the proactive pursuit of strategic investors. This strategy leverages the province's outstanding strengths in the marine economy, seaports, and logistics—aligning with the national development priorities defined in the Resolution of the 14th Party Congress. External Relations Driving Development: Realizing Resolution 59-NQ/TW

In implementation of the Politburo’s Resolution 59-NQ/TW on intensifying external relations and international economic integration, Khanh Hoa has formulated an investment promotion program for 2026. The program focuses on attracting international resources to key sectors: industry, energy, tourism and services, and urban development and construction. A specific target for this year is to secure at least two Foreign Direct Investment (FDI) projects with a combined capital of US$100 million or more.

Khanh Hoa’s approach clearly reflects the spirit of the 14th National Party Congress regarding institutional reform and the strengthening of decentralization and the delegation of authority. Instead of waiting for investors to come, the provincial Management Board of Economic Zones and Industrial Parks has proactively connected with diplomatic missions and international organizations to showcase investment opportunities. They have directly invited target investors for site visits and field surveys—aligning with the General Secretary’s directive to develop a large-scale logistics hub integrated with the seaport system, characterized by modernity, smart technology, and high levels of automation.


Expanding export markets and tapping into the Halal market: A new economic mindset

Beyond merely attracting foreign capital, Khanh Hoa is actively boosting exports and expanding markets in line with the spirit of deep and broad integration set forth by the 14th National Party Congress.

A standout example is the robust growth of Khanh Hoa Salanganes Nest Company. Despite rising transportation and input costs, the enterprise’s consolidated revenue reached approximately VND 1,040 billion in the first quarter of 2026—a 19% increase year-on-year and an encouraging figure amidst global economic volatility. The company is accelerating its expansion into the Chinese market—where traceability requirements are even stricter than in the US, Australia, or Canada—through partnerships with major corporations. This aligns with the spirit of strengthening Vietnam-China economic and trade cooperation, a goal emphasized by General Secretary and President To Lam during his recent state visit to China, where he called for elevating economic, trade, investment, and tourism cooperation to new heights.

Notably, Khanh Hoa is pioneering efforts to tap into the Halal market, which comprises over 2 billion consumers worldwide. This strategic direction reflects a new, innovative economic mindset, aligning with the General Secretary's emphasis on fostering large private corporations capable of participating in strategic sectors.

Tourism: A strategic form of "on-site export"

In the tourism sector, Khanh Hoa identifies tourism as both a key economic industry and an effective channel for "on-site export." This approach aligns with the General Secretary's vision of developing cultural industries—with a focus on cultural tourism—as a new economic spearhead. The province is organizing familiarization trips for international travel agencies from key markets such as South Korea, India, and Russia, while simultaneously fostering domestic consumption and creating an integrated tourism-commerce value chain.

A foundation for breakthroughs in the new era

The year 2026 marks the beginning of a new phase of development, aligned with the implementation of the Resolution of the 14th National Party Congress and the socio-economic development plan for 2026–2030, which will shape the country's development model and long-term growth trajectory.
