The program is underpinned by a consistent principle: utilizing state budget resources efficiently and frugally while proactively mobilizing maximum socialized resources. This approach aligns with the spirit of a "developmental state" – one that does not supplant the market but rather provides leadership, strategic direction, and the most favorable environment for businesses and investors.
Notably, Ha Tinh closely aligns its local investment promotion efforts with the national program, reflecting the spirit of "local proactivity, central support, and the engagement of the entire political system" – a principle repeatedly emphasized by the General Secretary.
Selective Prioritization: Attracting High-Quality Investment Without Sacrificing the Environment
Rather than pursuing investment at any cost, Ha Tinh steadfastly prioritizes projects that offer breakthroughs and are able to generate widespread positive impact, particularly in key sectors of the modern economy: High-tech industry, green technology, High-quality steel production, Electric vehicles, and Innovation. This direction is entirely consistent with the General Secretary's guiding philosophy: Development must go hand-in-hand with environmental protection, and growth must be substantive – prioritizing quality and genuine efficiency over mere quantity.
Four key sectors have been identified: Industry; Services and Tourism; Agriculture, Forestry, and Fisheries; and Urban Infrastructure and Housing. These four focal areas comprehensively cover the province's economic pillars, laying the foundation for a balanced, modern economic structure that is highly resilient to fluctuations.
Leveraging geo-economic advantages: Vung Ang and Cau Treo aiming for regional prominence
Home to the Vung Ang Economic Zone – a key national coastal economic zone – and the Cau Treo International Border Gate Economic Zone which connects to the East-West Economic Corridor, Ha Tinh views these areas as "engines" for attracting investment and as strategic spaces for realizing its development aspirations.
The province is focusing on accelerating the development of integrated infrastructure and finalizing site clearance for the VSIP Ha Tinh and Gia Lach (Nghi Xuan) industrial parks. Adhering to the motto of "Infrastructure leading the way", the province aims to provide "clean land, cleared sites, and streamlined procedures" to welcome major investors, demonstrating a commitment to "rolling out the red carpet through concrete actions rather than mere words".
Expanding Partnerships – Deep, Substantive, and Effective Integration
In line with the Party’s foreign policy of independence, self-reliance, multilateralization, and diversification, Ha Tinh proactively maintains and expands relationships with investors from Japan, South Korea, China, Singapore, Thailand, Europe, and the Americas. Simultaneously, the province strengthens substantive cooperation with prestigious international organizations – such as the WB, ADB, JICA, JETRO, KOICA, and KOTRA – to maximize the utilization of external knowledge, capital, and technology for national development.
2026 Goals – High Targets, Strong Determination, Substantive Results
Embracing a spirit of setting ambitious goals and accepting the pressure required to deliver results, Ha Tinh aims to attract over 50 investment projects in 2026, with total domestic capital of approximately VND 180 trillion and FDI capital of around USD 550 million. The province targets the establishment of over 1,800 new enterprises and the cultivation of a capable class of entrepreneurs – a pioneering force in the private sector's development – which the Party has consistently affirmed as a "crucial driving force". The private sector growth rate is targeted to exceed 10%. Furthermore, the province strives to rank among the top 15 localities nationwide in the PCI, PAPI, and SIPAS indices and in administrative reform, using the satisfaction of citizens and businesses as the benchmark for the quality of public service delivery.
