KOREA WISH FOR EXPANDING INVESTMENT IN SMART CITY DEVELOPMENT IN VIETNAM

On the morning of April 17, within the framework of the Korea-Vietnam Economic Cooperation Conference (CICON Vietnam 2025), nearly 100 Korean officials and businesses attended to discuss strategic areas, including: green energy, smart cities, digital technology and industrial parks.

At the conference, Mr. Park Bong Kyu, Chairman of the Korea CEO Summit (KCS), said that the scale of Korea-Vietnam trade investment has increased from 500 million USD in 1992 to 86.8 billion USD in 2024.


According to Mr. Park, this figure is expected to exceed 100 billion USD in the next two to three years. He also emphasized that Korea and Vietnam are two countries with a long-standing close relationship, typically with Korea currently being the leading foreign investor in Vietnam.

According to data from the Foreign Investment Agency of Vietnam in 2024, Korea is Vietnam's largest investment partner with 10,128 projects, with a total registered capital of over 92 billion USD, accounting for 24.11% of the number of projects and 18.22% of the registered FDI capital invested in Vietnam.

Also at the Conference, Mr. Choi Min Ho, Mayor of Sejong City, shared about the development orientation of Sejong's smart and ecological urban area.

Established in 2012, Sejong City aims to build a new administrative center for Korea, reducing the burden on the capital Seoul. Currently, 45 central government agencies and 16 national research institutes have completed their relocation to Sejong.


With the orientation of helping to create new smarter cities, Sejong has been developing and experimenting with advanced technologies such as AI, Blockchain, ChatGPT, autonomous vehicles, drones, etc. Besides, Sejong is also emerging as a data-based industrial center.

Not only that, Sejong is also an ecological city with trees present everywhere. Most constructions are harmoniously connected with nature to create a livable environment for people. According to statistics, Sejong is the city with the largest green space ratio in Korea (52%). In the future, Sejong will be shaped into an administrative capital where technology, ecology and future culture coexist.

Also at the Conference, Mr. Lee Hyun Jae, Mayor of Hanam City, shared about building the most livable city in Korea.

Hanam is one of the most densely populated cities in Korea, with an estimated population of 330,000 by 2025. The rapid population growth has caused many difficulties in communication between residents and the city government.


To address this issue, Hanam City leaders have embarked on innovating administrative reform procedures and establishing a more effective system for communicating with citizens.

In addition to the permanent Mayor's Office, Hanam City also opens mobile Mayor's Offices twice a week. The city government has also established a communication system that allows them to listen to the voices of citizens at any time of the year.

In addition, policies related to education and training are constantly being improved to support people to access better quality of education. The city's transportation system is also focused on development so that people can easily access other major cities in Korea...

During the discussion session at the Conference, representatives of the Urban Development Agency (Ministry of Construction of Korea) and Mayor of Hanam City, Lee Hyun Jae, discussed and shared Korea's experience in synchronously implementing the stages of building legal foundations, building databases, urban planning, calling for investment... to build smart cities.

On this occasion, Mayor Lee Hyun Jae assessed that Vietnam has even greater development potential than Korea, but the important thing is to have a reasonable strategy and determination to implement that strategy.
