Industrial Park projects in the Chu Lai Open Economic Zone are being implemented with many positive results, but some bottlenecks still exist that need to be addressed promptly to ensure overall progress.
For Tam Thang 2 Industrial Park (approximately 103 hectares), compensation and land clearance work has been completed on over 75 hectares, equivalent to more than 70% of the area. The industrial park has attracted 15 investors with a total registered capital of over 3,100 billion VND, of which 7 businesses have started operations, creating jobs for about 1,200 workers.
However, the project implementation process still faces difficulties in some areas, especially the Tan Thai village area. Due to the lack of a specific plan for adjusting the zoning and the absence of a resettlement area, land clearance in this area cannot yet be carried out. Given this situation, the investor proposes that the authorities consider adjusting the zoning plan to preserve the existing residential area.
Furthermore, the transportation system connecting to the industrial park is currently not synchronized, especially the road connecting Da Nang to National Highway 1A and Vo Chi Cong Road, which is still incomplete, affecting traffic flow and the ability to connect technical infrastructure. The investor requests the early completion of this road to improve the efficiency of the industrial park's operation.
For the Tam Thang Industrial Park project (over 197 hectares), most of the infrastructure has been invested in, reaching approximately 78% of the area. Nearly 75% of the industrial land has been leased, attracting 24 projects with a total registered capital of over US$821 million and over VND 350 billion, creating jobs for more than 13,600 workers. However, the remaining approximately 38 hectares are still in the process of land clearance due to issues related to residential and agricultural land.
For the Tam Thang Expanded Industrial Park (covering over 242 hectares), land clearance for phase 1 has reached nearly 47 hectares. The remaining area is still undergoing documentation completion, land ownership verification, and compensation plan development. Phase 2 is expected to be implemented on over 89 hectares, with land acquisition notices already issued for a portion of the area.
In addition, the Tam Thang 2 Expanded Industrial Park project is in the process of completing legal procedures such as environmental impact assessment, feasibility study report, and technical design, with a planned commencement date in the second quarter of 2026.
Given the aforementioned difficulties, investors request that local authorities should direct relevant agencies to strengthen coordination and expedite land clearance and completion of procedures to ensure the timely implementation of the projects.
On the government side, the leaders of the Da Nang City People's Committee assessed the businesses' recommendations as valid, especially regarding infrastructure and traffic safety. The city has assigned the Department of Construction to lead the coordination with relevant units to conduct surveys, propose solutions, and report as soon as possible.
Regarding issues under the authority of the Central Government, the city leaders requested the investor to proactively coordinate with the Economic Zone Management Board to work with relevant ministries and agencies. In case of difficulties, the city will work alongside them to resolve them.
Regarding land for resettlement serving the projects, the Da Nang City People's Committee requested the Land Development Center to urgently review, compile plans, and report specifically, to ensure land for resettlement and avoid affecting the progress of land clearance. At the same time, the Department of Finance was tasked with proactively balancing resources and allocating public investment capital in a timely manner. City leaders emphasized that the lack of resettlement land, which has led to delays in the project, will require specific accountability from the relevant units.
