Cam Pha is the Urban type II and the second largest city in Quang Ninh Province. Besides the advantage condition in location, the city also has flexible policies in administrative procedure reform in improving the investment and business environment to maintain potentials and advantages in attracting investment, continuing to assert itself as a safe and attractive destination for investors.
Cam Pha’s authority is focusing on effectively implementing three strategic breakthroughs in building synchronous transport infrastructure, reforming administrative procedures in order to improve the investment and business environment and assisting private enterprises to be able to approach production and business conditions equally and focusing on developing high-quality human resources.
With the viewpoint ‘Successful investors are the development motivation of the locality’, in recent years, Cam Pha has shown itself to be a place with an attractive investment environment which attracted many large investors like Sun Group, Vingroup, etc… to come to do research and to deploy motivational projects. There are many projects such as the Quang Ninh LNG gas power plant; Bai Tu Long Urban - tourism and service II area; Project: Tourism Service and Coastal Urban area in Quang Hanh ward; and the Cua Ong tourism service and ecological urban area, etc…
These achievements are due to the fact that the City's leadership always considers administrative reform as one of the top priorities, an important key to opening the door to attracting investment, improving the competitiveness of the city as well as creating breakthroughs in the implementation of socio-economic development tasks. In which, the city concentrates on improving the operational efficiency of the serving authority service, especially the operation of the modern Public Administration Center and the Division of Reception and Settlement of Results in every ward with 100% records and paperwork procedures to be processed on the network environment; In addition, receiving, appraising, approving and returning results with 100% of administrative procedures under the authority of the city; Creating favorable and equal conditions for organizations and individuals in handling administrative procedures and project investment in the locality.
Simultaneously, the authority is also reviewing, supplementing and applying mechanisms and policies; Promulgating many documents to create advantageous conditions for enterprises and promoting investment attraction; Clarifying obstacles affecting the investment and business environment in the city and taking remedial measures, assisting businesses in feeling more secure when investing in the local; Continuing to carry out tasks and solutions to improve the business environment as well as to enhance competitiveness (DDCI) in the city. As a result, there have been over 1,600 operating businesses in Cam Pha which are diversified in industries such as service, trade, construction, travel, agricultural production, etc.
According to Mr. Nguyen Manh Cuong - Chairman of the City People's Committee, in the coming time, the authority of Cam Pha will continue to review, update and supplement the list of projects calling for new investment, ensuring feasibility and actual demand for attracting investment in the city. The city will also be concentrating on attracting strategic investors who are experienced and have economic potential; Limiting small-scale investment projects that are using large land areas, outdated technology, and causing environmental pollution; From there contributing to promoting growth and transforming the local economic structure towards industrialization, modernization and improving people's living standards.
The city’ authority is still continuing to effectively implement the master plan to build Cam Pha in order to basically meet the criteria of an Urban type I by 2025 and completely become an Urban type I by 2030; Implementing projects in the master plan on centralized urban wastewater collection and treatment system in the locality; Project on merging Cam Hai and Cong Hoa communes. In addition, developing detailed planning of service, commercial and residential areas to invite and attract investors, etc.
