In 2022, Thanh Hoa Provincial People's Committee has issued a decision on the establishment of Bai Tranh industrial cluster with an area of about 33.66 hectares in Xuan Binh commune, Nhu Xuan district.
The main industries operating in the Industrial Park are: garment, handicraft production, construction material production, furniture, electricity, electronics, mechanics, food processing, pharmaceutical processing, forestry production, plastic producing (raw materials from plastic beads), livestock and poultry feed processing.
The projects in the industrial cluster must not be production facilities and warehouses with their hazardous levels of I or II according to the provisions of QCVN 01:2021/BXD of the national technical regulation on construction planning, at the same time, must ensure the regulations on the urban environment of Bai Tranh.
The total investment in the industrial cluster is about 150 billion VND. The project is entitled to investment incentives according to the Government's regulations on management and development of industrial clusters.
The People's Committee of Thanh Hoa province requires the Investor (Mailands Joint Stock Company) to be responsible for making and submitting to the competent authorities for appraisal and approval the plannings and reports on environmental impact assessment; fire prevention and fighting plan; connecting traffic, electricity, water; infrastructure and construction drawing design; application for land lease with the State; strictly comply with regulations on environmental protection, including wastewater and waste treatment, administration, construction investment and business in infrastructure of industrial clusters according to decisions approved by competent authorities and strictly comply with current regulations of law on construction investment and infrastructure management of industrial clusters.
In addition, Nhu Xuan District People's Committee performs the following tasks: appraisal and approval of detailed planning; Make a dossier and submit it to the Provincial People's Committee for approval of the Land Use Plan; Completing the dossier, submitting to the Provincial People's Council the list of land recovery and change of land use purpose for production forests; Approval of the basic design; Carry out compensation and site clearance work; Approval of Regulations on provision and management of public services and utilities in industrial clusters; Coordinating with Mailands Joint Stock Company in formulating a water supply plan for the operation of the industrial cluster before submitting for appraisal and approval the detailed planning of 1/500 scale of the industrial cluster; Report to the Department of Industry and Trade on the implementation results of each milestone of project implementation (no later than 15 days after the expiry of each milestone); Manage and develop Bai Tranh industrial cluster in accordance with current regulations of law; is responsible for inspecting and supervising the investment in construction of technical infrastructure of the industrial cluster and production and business activities in the industrial cluster.
Departments: Industry and Trade, Planning and Investment, Finance, Construction, Natural Resources and Environment, Nhu Xuan District People's Committee and relevant units according to their assigned functions and tasks are responsible for guiding and solving timely tasks related to Bai Tranh industrial cluster, Nhu Xuan district in accordance with current regulations of law; be responsible before the Provincial People's Committee, the Chairman of the Provincial People's Committee if there is a delay in processing dossiers for enterprises due to subjective reasons under the responsibility of the unit, leading to delay in investment in technical infrastructure of industrial clusters.
