BAC NINH: LEADING THE COUNTRY IN ATTRACTING FOREIGN INVESTMENT FOR TWO CONSECUTIVE MONTHS - A RESULT OF DECISIVE AND INNOVATIVE LEADERSHIP

Under the close, proactive, and flexible leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, in the first two months of 2026, Bac Ninh province made a remarkable mark on the national map of attracting foreign investment, further affirming its position as an attractive and reliable destination for the international business community.

Comprehensive Results Across Socio-Economic Fields

On March 3, 2026, the People's Committee of Bac Ninh province held its regular monthly meeting for February 2026. Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting. Attendees included Ms. Lam Thi Huong Thanh, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, along with leaders from various departments, agencies, and localities in the province.

The meeting heard a report summarizing the socio-economic performance in February and the first two months of 2026. Accordingly, the industrial production index in February is estimated to have increased by 2.5%; the overall increase for the first two months of the year was 20.95% compared to the same period last year – a figure clearly reflecting the resilience and strong growth momentum of the province's economy.

Total retail sales of goods in the first two months were estimated at VND 11,845 billion, an increase of 21.67% compared to the same period in 2025. Cumulative import and export turnover reached USD 31.14 billion, of which exports reached USD 15.16 billion, an impressive increase of 34.6%. Total state budget revenue reached VND 26.1 trillion, equivalent to 36% of the annual forecast, of which domestic revenue reached VND 23.8 trillion; revenue from import and export taxes reached VND 2.21 trillion - figures that affirm the province's solid public finance foundation.

Leading the Nation in FDI Attraction - International Investors' Confidence

The most outstanding highlight in the province's economic picture during the first two months of the year is its achievement in attracting foreign direct investment (FDI). The province has granted new investment certificates to 82 projects and issued certificates for capital increase adjustments to 65 projects, with a total converted investment capital of over US$4.24 billion, making Bac Ninh the leading locality nationwide in FDI attraction for two consecutive months.

This result is not accidental, but the inevitable outcome of the continuous improvement of the investment environment, simplification of administrative procedures, and the construction of synchronous infrastructure under the steadfast direction of the Provincial Party Committee and the Provincial People's Committee. This continues to be vivid evidence of the confidence of the business community and domestic and foreign investors in Bac Ninh's potential and investment environment.


Emphasis on ensuring social security and maintaining order

Alongside economic development, the work of caring for the people's lives during the Lunar New Year of the Horse 2026 has been meticulously carried out by all levels and sectors of the province, ensuring that all citizens have a joyful, safe, economical, and warm Tet holiday. Notably, in the industrial zones in the province, more than 95% of workers returned to work on the first day after the Tet holiday - a positive sign of labor attraction and the stability of the province's job market.

Social order and safety were ensured, and traffic accidents decreased compared to the same period. Preparations for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term were implemented in accordance with legal regulations, ensuring democracy and on schedule.

Key Focus Areas for March and the First Quarter of 2026

In his remarks at the conference, Mr. Pham Hoang Son, Chairman of the Provincial People's Committee, emphasized that the current global context is fraught with complex changes, particularly the impact of conflicts in the Middle East, which could affect the province's growth targets. He requested that departments, agencies, and localities seriously review key tasks, prioritize resources, and create a solid foundation for the coming months.

The Chairman of the Provincial People's Committee directed the strict implementation of Directive No. 06/CT-TTg dated February 23, 2026, of the Prime Minister and the province's resolutions on socio-economic development in 2026. The focus is on accelerating the implementation of key projects, prioritizing the Gia Binh International Airport project and the road connecting Gia Binh Airport with Hanoi – projects of strategic importance to the province's long-term development.

At the same time, the province continues to accelerate the planning process; expand high-tech agricultural production; meticulously prepare for the ceremony to receive the UNESCO World Heritage Certificate for the 'Yen Tu - Vinh Nghiem - Con Son-Kiep Bac' Complex of Monuments and Scenic Spots; and implement the registration of Dong Ho folk painting craft into the UNESCO List of Intangible Cultural Heritage in Need of Urgent Safeguard.

Ethnic Minority Area Development Program 2026-2030

The conference also reviewed the Draft Program of the Provincial Party Committee on the development of ethnic minority and mountainous areas in Bac Ninh province for the period 2026-2030. The program is expected to be implemented in 19 communes in Area III, 2 communes in Area II, 9 communes in Area I, and 9 villages in 3 communes (Lang Giang, Nha Nam, and Cam Ly), with a total investment capital of over 25 trillion VND.

The program aims to reduce the poverty rate in particularly difficult communes and villages by at least 1.5% per year; and by 2030, reduce the multidimensional poverty rate in particularly difficult areas to below 10%.

Comrade Pham Hoang Son emphasized that this program is of significant importance, not only as a social security policy but also as a driving force for sustainable development in the ethnic minority and mountainous areas of the province. He requested the Department of Ethnic Minorities and Religions to take the lead and coordinate with other departments and agencies to review and standardize the system of indicators; clearly identify the list of key projects; and pay special attention to investing in boarding and semi-boarding schools in disadvantaged areas, ensuring comprehensive educational development in accordance with the spirit of the Central Committee's Resolutions.

With the results achieved, Bac Ninh continues to affirm the high political determination and effective leadership and management capacity of the provincial Party committee and government in successfully implementing the socio-economic development goals for 2026.
