POLITICAL DETERMINATION TO MAKE HOA LAC HIGH-TECH PARK A STRATEGIC DRIVING FORCE IN THE NATION'S ERA OF PROGRESSION

In the context of the Fourth Industrial Revolution, under the wise leadership of the Party and the State, the Hoa Lac High-Tech Park is being positioned as the "heart" of the national innovation ecosystem. The working session of Hanoi Party Secretary Nguyen Duy Ngoc on February 24th was not merely a field inspection, but a call to arms for a general offensive on the science and technology front, affirming the resilience and aspiration for self-reliance and self-strength of the Capital in the new era.

1. Institutional Breakthrough: "Unlocking the Dragon Vein" for Strategic Capital Flows

Imbued with the Central Committee's guiding principle of using "institutions as a driving force for development," Hanoi is resolutely implementing the amended Capital Law in practice at Hoa Lac. No longer limited to general invitations, the city is proactively designing specific policies, creating a smooth legal framework for leading global technology giants such as Meta, Rosen Partners, ASU, and SIA.

This is not simply about attracting FDI, but about selecting the best. The selected corporations must possess core technology "genes", capable of leading and disseminating, helping Vietnam escape its role as a subcontractor and advance towards self-reliance in semiconductors, AI, and quantum technology.

2. Ironclad resolve in land clearance: "Discipline is strength"

Reporting at the meeting, the Director of the Hanoi City High-Tech Parks and Industrial Zones Management Board (Management Board), Vu Xuan Hung, stated that for the Hoa Lac High-Tech Park, the most urgent task currently is land clearance.

In 2026, the Management Board will include the land clearance task for the Hoa Lac High-Tech Park as a key project and organize its vigorous implementation with the same spirit as the land clearance for the Ring Road 1 Project.

Specifically, the People's Committees of Hoa Lac and Phu Cat communes will focus on completing the land clearance of the remaining area of ​​approximately 98.86 hectares in 2026; and replan the functional zones to create a sufficiently large land fund to attract strategic investors.



3. Building an ecosystem to enhance national strength

The Management Board will focus on attracting large corporations and businesses in 5 key areas: Artificial intelligence, robotics and automation, semiconductor chips, advanced biomedical science, and aerospace, anticipating future fields such as quantum technology. Along with that, the plan includes building a list of key projects in the Hoa Lac High-Tech Park, designing flexible investment incentives and support packages to create international competitiveness...

The Management Board also proposed issuing specific policies and planning a sufficiently large land fund to attract large and reputable investors such as Rosen Partners Group, Arizona State University (ASU), Meta Group, and the Semiconductor Industry Association (SIA)... to invest in 2026.

After listening to the opinions expressed, upon concluding the meeting, City Party Secretary Nguyen Duy Ngoc said that many investors, businesses, and universities are considering and researching investment in the Hoa Lac High-Tech Park. He requested the Management Board to summarize soon the investment goals and results achieved to date in order to have a development orientation. The summary and evaluation of investment effectiveness aims to consider what can be inherited, added, and eliminated.

Party Secretary Nguyen Duy Ngoc requested that the planning, after review and evaluation, must be synchronized, avoid waste, achieve high efficiency, ensure compliance with standards and regulations, and be publicly disclosed for everyone to understand and study. The highest goal is to develop the Hoa Lac High-Tech Park to strongly attract investors, businesses, and universities...

Mr. Nguyen Duy Ngoc requested that the development of the Hoa Lac High-Tech Park focus on seven conditions: Concentrating leading universities and research institutes; concentrating research and development centers of domestic and foreign corporations; concentrating intermediary organizations supporting technology commercialization and startup incubation; gathering public investment funds, private investment funds, and domestic and foreign venture capital funds; a specific and clear legal framework for the implementation of controlled pilot models; modern and convenient infrastructure for sustainable development; and convenient transportation connections.

Party Secretary Nguyen Duy Ngoc directed that land clearance work in Hoa Lac commune should no longer be a mere administrative task, but must be elevated to a key political task, carried out with a high degree of proactive action:
- On the part of the local government: Hoa Lac commune must immediately establish a specific implementation roadmap, coordinating closely and smoothly with relevant departments and agencies. This is a test of management capacity, requiring maximum concentration of resources and a determination to complete the work definitively according to the set plan, leaving no room for hesitation or delay.
- On the part of the business community: The Party Secretary made strict demands regarding the review and restructuring of the development roadmap. Units operating in the Hoa Lac High-Tech Park must self-assess, self-correct, and orient their strategies according to the standards of: Synchronized infrastructure, modern technology, absolutely no waste of resources, and optimal efficiency in investment.
