Evaluation of investment environment
Dong Thap is a province in the Mekong Delta, Vietnam. The land of Dong Thap was explored by Lord Nguyen around the 17th and 18th centuries. Dong Thap province was established on the basis of merging Kien Phong and Sa Dec provinces in 1976.
In 2018, Dong Thap was Vietnam's 15th largest administrative unit in terms of population, 30th in terms of Gross Domestic Product (GRDP), 43rd in terms of GRDP per capita, and 57th in terms of growth rate. GRDP chief. With 1,693,300 people, GRDP reached VND 67,732 billion (equivalent to USD 2.9416 billion), GRDP per capita reached VND 40.00 million (equivalent to USD 1,737), the growth rate of GRDP reached 6.92%.
Dong Thap province is where the Tien River flows into Vietnam, has a border with Cambodia with a length of more than 50 km with 4 border gates, of which 2 international border gates are Thuong Phuoc and Dinh Ba. Dong Thap is famous for its lotus fields, which are present everywhere in Dong Thap. Ginseng and lotus seeds become specialties of this region. In addition, Dong Thap is very suitable for eco-tourism.

Dong Thap is one of 13 provinces in the Mekong River Delta. The province's borders are located on two regions of the Mekong Delta, namely the Dong Thap Muoi region and the area between the Tien and Hau rivers. It borders Prey Veng province of Cambodia to the North, Vinh Long province and Can Tho City to the South, An Giang province to the West, Long An and Tien Giang provinces to the East, located between the Southern Key Economic Zone and the dynamic Economic Zone of Can Tho-An Giang-Kien Giang-Ca Mau, influenced on both sides by two big cities, Can Tho City and Ho Chi Minh City.

- Dong Thap province has Tien river flowing through. The northern region of the Tien River has two tributaries of the So Ha and So Thuong rivers, which originate from Cambodia and empty into the Tien River in Hong Ngu; To the south of the Tien River, there are Cai Tau Ha, Cai Tau Thuong, and Sa Dec rivers, which empty into the Tien River in Chau Thanh district and Sa Dec city. The southern region of the Tien River has a system of interlaced canals. The whole province has a year-round fresh water source that is not salty
* Mineral resources: 68 million m3 reserve of brick and tile clay, 50 million m3 of construction sand, 2 million m3 of peat reserve, kaolin clay used in the porcelain and fine art ceramics industry that has very big reserves.

Travel resources:

- Generous nature, flooded ecosystem has endowed Dong Thap with many valuable eco-tourism resources. First of all, Tram Chim National Park must be mentioned, a place known to many people both at home and abroad. This is a miniature model of the ecological landscape of the Dong Thap Muoi region and is home to the red-crowned crane - a rare bird protected by the world... Tram Chim National Park also achieved seven out of nine criteria. standard of the international Ramsar convention on wetlands. - Dong Thap is also a land with a long historical tradition, with many cultural and historical relics: Go Thap relic site is a national cultural and historical relic with a population of 5 typical monuments: Go Thap Muoi, Co Tu Tower, Tomb and Temple of Doc Binh Kieu, Go Minh Su, Ba Chua Xu Temple. In particular, here archeologists have discovered the Oc Eo cultural site belonging to the Kingdom of Funan about 1,500 years ago.
- The relic of the grave of vice-president Nguyen Sinh Sac with an area that has been expanded to nearly 11 hectares located right next to the inner city of Cao Lanh city is a work of gratitude to Nguyen Sinh Sac - the person who gave birth to the leader. greatness of the Vietnamese nation - President Ho Chi Minh. + Dong Thap is also a province with many national highways passing through the area. Up to now, the whole province has 3,402 km of road roads, the completed N2 road will arouse the potential for economic development of Dong Thap Muoi. Cao Lanh and Vam Cong bridges have been operating, creating favorable conditions for the economic development of the province. The existing system of National Highways 30, 80, 54 is being upgraded and expanded; along with the Ho Chi Minh road through the center of the province, crossing the Tien River, connecting with the Mekong Delta provinces, creating advantages in road traffic connecting with Ho Chi Minh City, Can Tho City & other provinces in the region.
+ With a border with Cambodia more than 48km long and 7 border gates, including 2 international border gates Thuong Phuoc & Dinh Ba. Dong Thap is focusing on investing in exploiting and exploiting border economic advantages to contribute to the development of trade and services to bring the province's economy up.
- Railway: None
- Waterway: The two tributaries of Tien and Hau rivers contribute to making the province's waterway system smooth. Currently, there are 03 Industrial Parks in operation (Sa Dec, Song Hau and Tran Quoc Toan) with a total planning area of more than 251.56 hectares, calling for investment in projects with the rental price of land use rights is currently about 30 - 45 USD/m2 for the life of the project.
Promotion and invitation to invest in industrial parks and border-gate economic zones are always interested and closely directed by the Provincial People's Committee; Since then, it has achieved quite encouraging results (increasing the occupancy rate of 03 Industrial Parks to over 99%).
In addition, the province is currently monitoring and urging technical infrastructure investors to speed up the progress and complete the investment in technical infrastructure for the 148.71 ha Tan Kieu Industrial Park (belonging to Thap Muoi district) is expected to create an industrial land fund in 2021 to serve investors.
* Filling rate of industrial parks and border-gate economic zones in operation:
1. Tran Quoc Toan Industrial Park: The planned land area is 56.3 ha; industrial land for lease is 38.98 ha; industrial land area for lease: 38.72 ha/38.98 ha, accounting for the occupancy rate of 99.38%; the remaining 2,600 m2 of industrial land has not been leased.
2. Song Hau Industrial Park: The planned land area is 63.56 ha; industrial land area 47.01 ha; industrial land for lease: 46.01 ha/47.01 ha; occupied the occupancy rate of 97.86%; 01 ha of industrial land is not yet leased.
3. Sa Dec Industrial Park: The planned land area is 132 ha; industrial land area 103.67 ha; industrial land for lease 103.26 ha/103.67 ha, accounting for the occupancy rate of 99.6%; the remaining 0.4 ha of industrial land has not been leased.
4. Dinh Ba International Border Gate Area: The planning area is 270 ha, the land area assigned by the Provincial People's Committee to the Economic Zone Management Board is 52.9 ha; in which: 16.79 ha of vacant land to call for investment;
5. Thuong Phuoc International Border Gate Area: The planning area is 132.5 ha, the land area assigned by the Provincial People's Committee to the Economic Zone Management Board is 26.5 ha; in which: vacant land to call for investment is 10,956 ha.

Call for investment for project Investment and Development of infrastructure of industrial parks
Dong Thap is promoting and calling for investment in 06 more investment projects to develop infrastructure of industrial zones such as: Ba Sao Industrial Park (150 ha); Song Hau 2 Industrial Park (150 ha); Truong Xuan - Hung Thanh Industrial Park (150ha); Tan My Industrial Park (150 ha); Hoa Tan Industrial Park (250 ha) and expanded Tran Quoc Toan Industrial Park (70 ha).
Investment incentives for investment projects to develop infrastructure of industrial parks:
* Investment incentives for investment projects to develop infrastructure of industrial parks in areas with extremely difficult socio-economic conditions, including: Truong Xuan - Hung Thanh Industrial Park (Thap Muoi district).
- Regarding corporate income tax:
+ Preferential tax rate: 10% for a period of 15 years (Clause 1, Article 15 of Decree No
218/2013/ND-CP dated December 26, 2013 of the Government).
+ Tax exemption and reduction: Tax exemption for 4 years, 50% reduction of payable tax for the next 9 years. (Point a, Clause 1, Article 16 of Decree No. 218/2013/ND-CP dated December 26, 2013 of the Government applies).
- Regarding import tax: To enjoy import tax incentives as prescribed in Article 5 of Circular No. 83/2016/TT-BTC dated June 17, 2016 of the Ministry of Finance; Decree No. 134/2016/ND-CP dated September 1, 2016 of the Government.
- Regarding land rent exemption and reduction: Land rent and water surface rent are exempted for the whole rental period (Point a, Clause 1, Article 19 Decree No. 46/2014/ND-CP dated May 15, 2014 of the Government).
* Investment incentives for investment projects to develop infrastructure of industrial parks in areas with difficult socio-economic conditions, including: Ba Sao Industrial Park (Cao Lanh District); Hau River 2 (Lap Vo district); Hoa Tan Industrial Park (Chau Thanh District); and expanded Tran Quoc Toan Industrial Park (Cao Lanh city); The specific investment incentives apply as follows:
- About corporate income tax
+ Preferential tax rate: 17% within 10 years. (Apply Clause 3, Article 15 of Decree No. 218/2013/ND-CP dated December 26, 2013 of the Government).
+ Tax exemption and reduction: Tax exemption for 2 years, 50% reduction of payable tax for the next 4 years. (Apply Clause 3, Article 16 of Decree No. 218/2013/ND-CP dated December 26, 2013 of the Government)
- Regarding import tax:
To enjoy preferential import tax as prescribed in Article 5 of Circular No. 83/2016/TT-BTC dated June 17, 2016 of the Ministry of Finance; Decree No. 134/2016/ND-CP dated September 1, 2016 of the Government.
- Regarding land rent exemption and reduction:
+ To be exempted from land rent and water surface rent during the period of capital construction under projects approved by competent authorities, but not exceeding 03 years from the date of issuance of the decision on land lease or water surface lease. (Apply Clause 2, Article 19 of Decree No. 46/2014/ND-CP dated May 15, 2014 of the Government)
+ In addition, industrial parks located in district-level areas on the list of areas with difficult socio-economic conditions according to the provisions of the law on investment continue to be exempted from land rent and water surface rent. 15 years after the period of land rent and water surface rent exemption for the period of capital construction. (Point d, Clause 3, Article 19 of the Government's Decree No. 46/2014/ND-CP dated May 15, 2014 applies).
Investment support policy of the province for investors when investing in technical infrastructure for industrial park projects:
Investors are considered and supported 30% of construction costs of construction projects of technical infrastructure investment projects, but not exceeding 135 billion VND/IZ for newly established IPs and 75 billion VND/ Industrial zones for expanded industrial zones (According to the provisions of Resolution No. 296/2019/NQ-HDND).
