Geographical location: Dien Bien is border mountainous province which is 500 from Hanoi to the West. It is bounded by Lai Chau province to the North, by Son La province to the East and North-East, by China (Yunnan province) to the North – West, by Laos (Luong Pha Bang and Phong Xa Ly) to the South – West

Topographic: Dien Bien has a very complex topography formed by high mountain chains running along the West and paralleling Vietnam-Laos border The mountain chains is 100km length having Pu Den Dinh mountain peak and Phu Sang Cap range. Valleys and streams intersperse between the high mountain chains.

Administrative units: Include Dien Bien city, Muong Lay town and 7 districts: Tua Chua, Tuan Giao, Dien Bien Dong, Muong Nhe, Muong Cha, Dien Bien and Muong Ang

Natural resources: Dien Bien has diverse and plentiful natural resources suitable for developing crops, farm produce, short-term industrial plants and afforestation. Dien Bien does not have many kinds of mineral but still have some major mineral mines of fat coal in Thanh An,Kaolin in Huoi Pha, mineral sand gold in Da river source, etc. Despite having small deposits, these mines are quite important resources for developing industry and small scale industry in the province.

Travel resources: The province has great potentiality for developing tourism with Dien Bien Phu historical monument, Muong Phang campaign’s command post which are very valuable resources. Other places of interest are Pa Khoang lake, Hua Pe hot mineral stream, U Va lake, Muong Luan waterfall, Le Loi stele, etc.

Human resources: In 2010, people of working age account for 57% (286,000) of the total population (504.5 million people).

Traffic: Unlike other mountainous provinces, Dien Bien has a diversified transportation network including roadway, airway and waterway. There are 3 national highways crossing the province: National highways No. 6A, No. 12 and No. 279. Besides, Dien Bien Phu Airport constructed during French domination is Being upgraded to become an international airport with airlines to Southeast Asia countries. Power system: The National grid supplies all 9 political centers of districts via Son La-Dien Bien 100KV line. It is planned to continue to develop a reserve line from Muong Te (Lai Chau) to Muong Nhe

Water system: All urban areas in Dien Bien were supplied with clean water, in which Dien Bien city, Tuan Giao district, Tua Chua, Muong Cha were supplied with industrially treated water. 80% rural areas were supplied by water installations.

Post and Telecommunication Systems: Mobile phone waves and landline cover all urban areas and towns. In Dien Bien Phu city and center of districts, there are internet service with broadband (ADSL) and Internet access via 3G services provided by Vinaphone and Viettel.

Systems Industrial Zone: In the plan for the period of 2010-2015 and the orientation for 2020, Dien Bien will construct an industrial zone in Dien Bien City. A detail plan for the construction has been completed.
