(i) Time for formulation of EIA reports: The EIA shall be carried out during the project preparation stage.

(ii) Projects required to formulate EIA reports: Depending sizes and nature of projects, the specific list of projects required to conduct the EIA is prescribed in the Appendix II of the Governmental Decree No. 18/2015/ND-CP dated February 14, 2015.
EIA reports shall be approved by competent authorities (depending on the sectors of the projects)

(iii) Projects required to register environmental protection plans:
a) New investment projects, projects for extension of scope or capacity of business facilities, which are not required to formulate EIA reports;
b) Plans for business investment, projects for extension of scope or capacity of business facilities, which are not required to formulate EIA reports or not exempted from the registration of environmental protection plans (Appendix IV of the Governmental Decree No. 18/2015/ND-CP dated February 14, 2015)
