Classification of construction investment projects; grades of construction works

Construction investment projects shall be classified by the size, importance, functions and characteristics of construction works, management purposes, funding sources and investment forms to manage construction activities (regulators, procedures and formalities of construction investment, etc.)
1. Based on characteristics of construction works, construction investment projects are classified as follows:
(i) Investment projects on construction of civil works (residence, public and other livelihood works);
(ii) Investment projects on construction of industrial works (for exploiting and producing materials, products, energy);
(iii) Investment project on construction of technical infrastructure works (aimed at providing technical infrastructure facilities;
(iv) Investment projects on construction of traffic works (construction of works for people and vehicles to circulate and transport people and goods);
(v) Investment projects on construction of agricultural and rural development works (serving directly or indirectly the agricultural, forestry, salt and aqua-cultural production, construction and protection of dikes);
(vi) Investment projects on construction of national defense and security works (for national defense and security purposes);
(vii) Construction investment projects with mixed functions such as urban areas, housing complexes; technical infrastructure of industrial parks or economic zones, etc.

2. Based on funding sources, construction investment projects are classified as follows:
(i) Projects using public investment funds;
(ii) Projects using non-public investment State funds;
(iii) Public-private partnership (PPP) projects
(iv) Projects using other funds

3. Based on sizes and importance of projects, construction works include:
- National important projects;
- Group A projects;
- Group B projects;
- Group C projects;

4. Grades of construction works
a) Grades of construction works serving the management of construction investment activities shall be determined based on their sizes, importance and technical specifications, including special grade, grade I, grade II, grade III and grade IV;
b) Grades of construction works serving the construction design are provided for in standards and technical regulations. Grades of construction works serving other management tasks shall be determined in accordance with relevant laws.
